"دور الأمم المتحدة في الحرب الروسية الأوكرانية"

تعد الحرب الروسية الأوكرانية نموذج لأزمة عالمية ذات خصائص مميزة، فهي ليست حرباً عسكرية بين روسيا وأوكرانيا، ولكنها جزء من الصراع السياسي التاريخي بين روسيا والغرب عموماً، حيث يشهد العالم فوضى عارمة تشمل العديد من الانعكاسات الأمنية والسياسية والصحية والمناخية والاقتصادية، نتيجة الحروب والصراعات بين القوى الدولية والإقليمية القائمة على توسيع مناطق النفوذ والسيطرة على الثروات.

ومن أثارت الحرب الدائرة في أوكرانيا في أعقاب الغزو الروسي العديد من التساؤلات حول دور الأمم المتحدة، ولا سيما دور مجلس الأمن والجمعية العامة والأمين العام، فهل استطاعت الأمم المتحدة ومجلس الأمن وقف الحرب الأوكرانية، وما الدور الذي قامت به المنظمة الدولية للقيام بوضع مقاصد ميثاق الأمم المتحدة موضع التنفيذ.

Abstract:

The Russian-Ukrainian war is a model of a global crisis with distinctive characteristics. It is not a military war between Russia and Ukraine, but part of the historic political conflict between Russia and the West in general. The world is witnessing an enormous chaos involving many security, political, health, climate and economic repercussions, as a result of wars and conflicts between international and regional powers based on the expansion of areas of influence and control over wealth.

The war in Ukraine following the Russian invasion raised many questions about the role of the United Nations, in particular that of the Security Council, the General Assembly and the Secretary-General. Could the United Nations and the Security Council stop the Ukrainian war, and what role the international Organization played in implementing the purposes of the United Nations Charter.
